Rear Wing settings

Im adjusting my rear wing and had a question for everyone on rear downforce production and wing position.  Does moving the wing upward in the direction of the arrow increase rear downforce?  I measured the wing angle and its horizontal  in the highest position which is the position shown in the photo.  That means in a lower position the leading edge of the wing is in a higher position than the trailing edge.  Intuitively it would seem that in the highest position, with downforce maximized, the leading edge should be lower than the trailing edge, not completely horizontal.  Down anyone have some experience with this?  I cannot find any wind tunnel data for Radicals.  Has anyone else?
