Zeus clip mods - bodywork improvements

There's a few things i've noticed about the front shell on my car..

At some point the left side must have been completely redone or somehow moulded using tons of filler over the fibreglass - and all the better for it, as when they did that, they applied filler around the countersunk washer for the Zeus clip, which holds that in the bodywork rather than using the grab-star retaining washer. 

I have 3 holes to fix. One of them is completely broken so i'll be re-glassing it completely and drilling a new hole. 

My question is this: i'm trying to decide the best method to hold these countersunk washers in place, whether to re-glass and simply glue them on with some adhesive, or hold them in with filler, or something else? 

what is the 'best practice' around the paddock? 

I won't be replacing them completely with zeus clips as when the bodywork was converted to RSX, they've simply used M6 bolts/rivnuts instead of using the zeus spring clips - but kept the countersunk washer.

I am unsure what you call these counter sunk washer things or dzus fastener seats.  They come as two pieces -- the main part that you see from the outside, and another piece that is the retainer.  It is a circular spring washer made from thin spring metal that bites into and grips the stem of the washer-seat.  They are difficult to install; most technicians use two sockets and a large pair of pliers two squeeze the retainer onto the stem.  This requires that the fiberglass body be fairly thin so that there is some length of stem to work with.  I'll try to get a picture of the bare component.   

 

I think what I would do is try to add a layer of glass to the body panel on the back side, and then fill the defects on the top side, trying not to add significant thickess to the panel.
