Does anyone have ideas how I could fix this issue with my shift actuator?

I'm in the process of re-installing my engine and noticed the mount that holds components for the shift actuator is pretty loose. It looks like there are just two (loose) rivets holding the plate onto the frame of the car. 

Does anyone have thoughts on how I might tighten this? Should I just drill out the rivets and install new ones? Are some rivets better than others? I don't think I'd have a good way to thread bolts in there unless I drilled all the way through the tube, which probably isn't a great idea.

@gobble, Can you post a picture of the top of the plate to better show the pneumatic solenoid and another picture of the actuator?  The reason I am asking is it looks a bit different from the parts I am familiar with.  I have mostly been dealing with second generation (SR3RS) cars so it isn't surprising that this configuration would be new to me.  On the cars that I have been working on the pneumatic solenoid is tie wrapped directly to the chassis bar.  Here is a picture to show what it has looked like on my cars.

Here is a better picture of mine. When I was reinstalling the actuator those black tubes popped off the part to the left. I just pushed them back in and the seem to stay, but I don't feel great about them just coming off and pushing back on. Are they like water line tubing that just presses into a push-lock type fitting?

@gobble, yup, they are just like the plastic ice maker connectors, push the sleeve into the fitting and the hose pulls out.

Ditch the rivets and use a couple of proper size Adel style clamps. Maybe move it to a better location.
